Request Such As Recovering Some Old Accounts Of Deceased People.

We have contact @fbi_gov ed some thematic forums because in their records there are accounts that are no longer valid for different reasons. However, the response has been silence or evasions. So from an administrators and hosting providers point of view there is nothing to do.
So, the question is the following: How to be able to access an old forgotten account if the forum page maintenance and the administrator himself have stopped using it and responding to the messages they receive.
Same situation in some application web.
